The Office of Personnel Management, which manages the Federal Employee Health Benefits Program (FEHB), has instructed its carriers to include coverage of (ABA) Applied Behavior Analysis starting in 2017.  The Federal Employee Health Benefits Program covers 8.2 million federal employees, retirees and their dependents.

The directive made by the Office of Personnel Management (OPM) in the annual call letter stated that "We expect all carriers to offer clinically appropriate and medically necessary treatment for children diagnosed with ASD. [Carriers] may provide coverage for ABA as a fully case managed benefit, a pre-authorized service, and/or an in-network benefit only." "ABA Coverage to Expand for Federal Employees in 2017."
